Donor Shield⊙ 2If you control a 'Crop Production' or 'Oil & Gas' treasure, you may ignore the next attack from a 'Constituent' card.
Blue Dog Howl⊙ 4Choose one: vote with the GOP to gain 3 gold, or vote with Dems to gain 3 loyalty. You may not change your choice until your next turn.
Representing California's 21st district, Costa is a Blue Dog Democrat whose voting record shows cross-pressure between constituent needs and donor interests. Public records indicate he voted with Republicans to censure two Democratic colleagues in 2025, while opposing the GOP's One Big Beautiful Bill Act due to Medicaid and SNAP cuts that would affect his district's high poverty and SNAP reliance.
