WHERE THE TRADE MEETS THE GAVEL

The STOCK Act Ledger

Members of Congress must disclose their securities trades. This desk pairs those disclosures with the committees those members sit on, the briefings they receive, and the bills they move — and shows where the two overlap.

6curated overlap cases
1942House PTR filings indexed
230filers

Two layers, two evidence tiers. Curated cases are hand-verified committee-overlap examples — each trade read from the official disclosure and corroborated by named reporting, with the committee basis and the overlapping action cited. The filing index is the complete, automated pull of Periodic Transaction Report (PTR) filings from the official U.S. House Clerk disclosure system — every filing links to its official PDF.

These are documented overlaps, not accusations of a crime. Where a member was investigated and cleared, or disputes controlling the trades, that outcome is stated. The line-item trades live inside the official PDFs, which we link but do not machine-transcribe — so nothing here is asserted that the source filing doesn't show.

Nancy Pelosi D-CA · House

Purchase · NVIDIA Corporation NVDA

DIRECT OVERLAP
$1,000,001 – $5,000,000 Trade: Jun 17, 2022 Owner: spouse
Legislation advanced Speaker of the House (controls floor schedule) — As Speaker, set the House floor schedule and publicly championed the CHIPS and Science Act.

Paul Pelosi, spouse of then-Speaker Nancy Pelosi, purchased $1,000,001–$5,000,000 of NVIDIA on June 17, 2022 — weeks before Congress passed the CHIPS and Science Act, a $52.7B semiconductor-manufacturing subsidy that NVIDIA, a leading chip designer, stood to benefit from, and which Pelosi championed. The position was sold July 26, 2022 (25,000 shares at ~$165.05, a reported loss) the day before the Senate passed the Act, and the report was filed unusually quickly. Pelosi's office said she owns no stock and does not direct her husband's trades.

Committee jurisdiction Member, House Armed Services Committee — Jurisdiction over DoD IT procurement, including the $10B JEDI cloud contract awarded to Microsoft.

The New York Times' 2022 investigation reported that Fallon — a member of House Armed Services — sold Microsoft shares roughly two weeks before the Pentagon cancelled the $10B JEDI cloud contract that had been awarded to Microsoft (cancelled July 6, 2021). His committee has jurisdiction over the procurement at issue. The trade was reported as a committee-jurisdiction overlap; no charges were brought.

Richard Burr R-NC · Senate

Sale · Hotel & hospitality holdings (33 transactions, incl. Wyndham Hotels and Extended Stay America)

TIMING / BRIEFING
$628,000 – $1.72M (33 transactions) Trade: Feb 13, 2020 Owner: joint
Nonpublic briefing Chair, Senate Select Committee on Intelligence; member, Senate HELP Committee — Received nonpublic Feb 4 (Intelligence) and Feb 12 (HELP) briefings on the coronavirus threat.

On Feb 13, 2020, Burr sold $628,000–$1.72M of stock across 33 transactions — a week after a private Senate Intelligence briefing (Feb 4) and a day after a HELP Committee briefing (Feb 12) on the coronavirus, and days before the market crash. The sales skewed toward hospitality stocks the pandemic hit hardest. The DOJ opened a STOCK Act inquiry and closed it without charges in Jan 2021; the SEC also investigated. Burr stepped aside as Intelligence chair during the probe and denied wrongdoing.

Kelly Loeffler R-GA · Senate

Sale · 27 stock sales; purchases incl. Citrix Systems (teleworking software)

TIMING / BRIEFING
$1,275,000 – $3,100,000 (27 transactions) Trade: Jan 24, 2020 Owner: joint
Nonpublic briefing Member, Senate HELP (Health) Committee — Attended the Jan 24, 2020 closed all-senators COVID-19 briefing (HELP + Foreign Relations).

Beginning Jan 24, 2020 — the day of a closed Senate coronavirus briefing she attended — Loeffler and her husband (Jeffrey Sprecher, chair of the NYSE's parent ICE) made 27 stock sales worth $1.275M–$3.1M and bought into Citrix, a teleworking firm that rose during lockdowns. The SEC flagged the broader pattern; the DOJ closed its inquiry in May 2020 and the Senate Ethics Committee found no evidence of a violation. Loeffler said her trades are managed by outside advisors without her input.

STOCK Act late-disclosure tracker 2009 documented

Securities trades disclosed later than the STOCK Act's ~30–45 day window, computed directly from the official PTR filings. Worst delays first.

These are documented disclosure-timing facts, not accusations. A late filing is a compliance and transparency failure, but is not by itself evidence the trade was improper — it can reflect an amended filing or administrative delay. Every row links to the official House Clerk PTR; the figure is (filing date − transaction date).
