The U.S. Senate is the upper chamber of Congress, composed of 100 senators. Public records show its proceedings are governed by extensive rules and precedents, including the filibuster, which can delay or block legislation. Its role in confirming presidential appointments and ratifying treaties is documented in the Constitution.
