What Inhofe says on the floor
1,781 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.
Let me thank my partner there for all the hard work that
we have done together.
Not many people understand the process that we go through every year.
It is an exhaustive process to get just to where we are today.
First of all, I would say that, out of all the amendments that were
discussed, I support all of them.…
First of all, this is a big deal, what we are embarking
on now. It is something that--people understand it is the most
important thing we do around here.
Let me just say that my partner Jack Reed and I have been doing this
a long time. I have often said how fortunate I am. You know, we hear
all year out there in t…
Mr. President, for the Committee on Armed Services I
report favorably the following nomination lists which were printed in
the Records on the dates indicated, and ask unanimous consent, to save
the expense of reprinting on the Executive Calendar that these
nominations lie at the Secretary's desk for the information …
Mr. President, I actually listened to the comments that
were made by my good friend from Michigan, but I have to say this, that
she is talking about someone who is considered by me and many others as
arguably the most gifted jurist ever nominated to the U.S. Supreme
Court. I want to talk about that.
I have somethi…
Mr. President, I have already talked a couple of times
about this great nominee whom we have in Amy Coney Barrett, and I am
really proud to speak in support of President Trump's outstanding
nomination of Amy Coney Barrett to the U.S. Supreme Court.
To say that Judge Barrett is qualified to serve on the Supreme Cour…
Madam President, I ask unanimous consent to be recognized
for such time as I shall consume.…
What Inhofe trades
No STOCK Act transaction reports on file for this member (House filings only so far).
How this is assembled
Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.
A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
