2026-06-23 EMERGENCY CONSERVATION PROGRAM IMPROVEMENT ACT OF 2025 ↗
Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of S. 629. Keeping food affordable starts with keeping farmers in business. As natural disasters become more frequent and more devastating, …

2026-04-14 EMERGENCY CONSERVATION PROGRAM IMPROVEMENT ACT OF 2025 ↗
Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 1011. Last month, back-to-back Kona Low storms brought catastrophic flooding to our islands. In the span of just a few days, our Stat…

2026-01-22 CONSOLIDATED APPROPRIATIONS ACT, 2026 ↗
Mr. Speaker, I rise today in strong support of H.R. 7148 because for rural communities like mine in Hawaii, this bill isn't abstract policy. It is about whether people can get care and whether caregivers can keep going. I have met grand…

  • Madam Speaker, this is not the first time I have taken to the floor to talk about Kauai Community Radio, KKCR. When Congress defunded the Corporation for Public Broadcasting, KKCR lost $83,000. I warned then that this wasn't simply about radio programming. It was about whether communities would have a trusted life…
  • Madam Speaker, imagine sending your 13-year-old daughter to school and waiting nearly 50 years for her to come home. That is what Sakie Yokota has endured since North Korean agents abducted her daughter, Megumi, in 1977. As a parent, that thought is absolutely heartbreaking. I think about my own sons. I imagine t…
  • 2026-09-02 OLOWALU FIRE STATION ↗ Agriculture & foodTransportation & auto
Mr. Speaker, Hurricane Lala never technically made landfall in Hawaii, but disasters aren't measured by whether the eye of a storm crosses a shoreline. They are measured by what they leave behind, and Lala left devastation. Over 3 days, an estimated 1.3 trillion gallons of rain fell across our State. Hawaii Island…
  • 2026-09-02 OLOWALU FIRE STATION ↗ InsuranceRetail & consumer
Mr. Speaker, after the Lahaina wildfire, West Maui knew we could not afford to wait to strengthen fire protection and emergency response, so the community got to work. They donated land and raised $3 million to build a new fire station in Olowalu. This station will cut emergency response times by up to 15 minutes.…
  • Mr. Speaker, 3 years after the Lahaina wildfires, survivors are rebuilding and finally returning home. They should be welcomed back and not told that the basic services they had before the fire are now gone. [[Page H5463]] Yet, the United States Postal Service is denying street delivery to rebuilt homes and forc…

  • Mr. Chair, I strongly oppose this amendment, which would require the Department of Defense to develop plans to eliminate 200,000 civilian employees. I have news for you: This administration already did that, and I saw the consequences with my own eyes. I had lunch with junior enlisted marines in Hawaii. They told …
  • Mr. Chair, I rise in opposition to the amendment. The Acting CHAIR. The gentlewoman from Hawaii is recognized for 5 minutes.…

What Tokuda trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
