2026-02-11 RELATING TO A NATIONAL EMERGENCY BY THE PRESIDENT ON FEBRUARY 1, 2025 ↗
Mr. Speaker, I rise in strong support of H.J. Res. 72, the resolution to terminate President Trump's tariffs on Canada. Families in San Antonio and across this country are already struggling with the rising cost of living. The price of …

Mr. Speaker, I want to thank the Chair and Ranking Member of the Transportation and Infrastructure Committee for bringing this bipartisan Water Resources Development Act of 2026 (WRDA 2026) to the House floor for consideration to address the needs of our communities in the water resources, ecosystem restoration, flo…

Mr. Speaker, this bill is a bad idea. It tramples on the rights of Americans in order to protect a foreign government from the consequences of its own actions. Let me give you some context. The West Bank is currently experiencing the worst year of settler violence ever recorded. Israeli settlers have committed vio…

Mr. Speaker, I rise today because we have all witnessed the brutality of ICE on the streets of America, and Members of Congress have witnessed that brutality behind the closed walls of detention centers across our Nation. ICE has become a rogue, abusive agency that should be disbanded. ICE agents are roving across…

Madam Chair, Israel does not need and, quite honestly, does not deserve more American money for weapons. Prime Minister Netanyahu has taken Israel down an ugly path. The tragedy of October 7 has become a justification for the ethnic cleansing of the Palestinians. Self-defense does not include indiscriminately bom…
  • Madam Speaker, I rise today to honor the life of Dr. Manuel ``Manny'' Berriozabal. Manny was born in San Antonio, where he met his wife, Maria, and served our community for five decades. After growing up in Independence, Missouri, he would go on to teach mathematics at UCLA, Loyola Marymount, the University of Ne…
  • Mr. Speaker, the President promised the American people no more foreign wars. Then, he dragged the Nation into war with Iran. He has threatened genocide against Iran by calling for the death of a civilization. This war has caused record inflation, soaring energy prices, and the death of countless civilians, includ…
  • Mr. Speaker, had I been present, I would have voted NAY on Roll Call No. 121. ____________________…
  • Mr. Speaker, I thank the Congresswoman for yielding. We have seen and we have witnessed the brutality on the streets of America by ICE. We saw two Americans killed, and many people brutalized. Just the other day, in the San Francisco Airport, we saw a mother who was ripped away from her 9-year-old daughter. We s…

What Castro trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
