What Fallon says on the floor

14 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Most recent

  • Mr. Chairman, I thank Chairman Rogers for his dedication. He is a great American truly, and it has been an honor to serve under him. I also thank Ranking Member Smith for his good-faith efforts to do everything he can to protect our country. He is truly a credit, and I thank him from the bottom of my heart for his w…
  • Mr. Speaker, I rise in support of my bill, H.R. 7283, the Ensuring Federal Purchasing Efficiency Act. This commonsense, bipartisan legislation is a government procurement reform bill that allows for far more efficient government spending and reduces the burden on small businesses by ensuring they don't have to nav…
  • Mr. Speaker, yesterday, a legend was called home. Lou Holtz passed away surrounded by his loving family, and I know coach, if he had to choose, wouldn't have it any other way. Coach Lou Holtz will forever be a national treasure. He is a Hall of Fame coach, and he earned it. He was born in modest means on January …
  • 2025-12-15 APPLICATION OF MINERAL LEASING ACT FOR ACQUIRED LANDS TO HARDROCK MINERALS ↗ Defense & aerospaceOil, gas & miningUtilities & nuclear HR3872
Mr. Speaker, if critical minerals like lithium are essential to our military and to our national security, if that is the case, then why are we still relying on our number one global adversary to supply them? China is mining about 18 percent of all the lithium in the world. With the United States, that percentage …
  • Madam Chair, this year's NDAA builds on an outstanding year for our military and ensures our servicemembers are a lethal and ready force and that they are going to be a force that is going to be able to project power and will be capable of confronting threats from our southern border to our eastern flank. This NDA…
  • 2025-09-09 CELEBRATING THOMAS JOHN WADE ↗ Defense & aerospaceEducation
Mr. Speaker, I rise today to celebrate the life of Thomas John Wade of Jefferson City, Missouri, who peacefully passed away on the 3rd of September, surrounded, fortunately, by his loving family. Thomas was born on August 9, 1946, to John Edward and Dorothy Jeanette Wade. Thomas grew up in Jefferson City and attend…
  • Mr. Chairman, one of the other reasons why we should hopefully get overwhelming support for this amendment is this--let me give you a quick example. In the final year of President Trump's administration, universities reported $1.6 billion in foreign donations. In the entire first year of the Biden Presidency, that…
  • Mr. Chair, I rise today to offer yet another amendment on the DETERRENT Act. It again deals with section 117, which requires colleges and universities to report contracts or gifts that total over $250,000 in a given year. It is, I think, very important because of the nefarious influence that some foreign governments…

What Fallon trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
