What Garamendi says on the floor

68 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

  • I haven't even gotten to my favorite issue, the Sentinel and the programs of our nuclear arsenal. Again, why? We don't need the Sentinel. We don't need to spend billions on it. We can get along quite well with the existing Minuteman.…
  • 2026-07-21 NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2027 ↗ Health care & pharmaDefense & aerospaceTransportation & autoPro-Israel groups
Mr. Chair, I begin by honoring those members of the military that lost their lives recently in the Iran conflict. Mr. Chair, I thank Chairman Rogers and Ranking Member Smith for their leadership. It has also been a pleasure to work with Chairman Bergman. He is a great partner. I also thank the Readiness Subcommitte…
  • Mr. Speaker, I rise today to honor an institution that is purely California, the California Conservation Corps, as it celebrates its 50th anniversary. It started in 1976 with Jerry Brown in his first iteration as Governor. When wildfires come, when floods rise, when the Earth shakes, and when pandemics descend, yo…
  • Mr. Speaker, I rise today to honor the life of Betty Reid Soskin, who used all 104 years of her life to the fullest. Betty lived in the East Bay since 1927, when her family moved from New Orleans. As a young woman during World War II, Betty worked as a shipyard clerk for the all-Black auxiliary lodge of the segrega…
  • 2026-01-14 EXPIRATION OF NEW START ↗ Defense & aerospaceUtilities & nuclearLabor unions HRES100
Mr. Speaker, I thank Mr. Foster for bringing us together to talk about this profoundly important situation. We stand here today on a precipice. In less than a month, the New START treaty, the last remaining major arms control agreement between the Soviet Union, or Russia, and the United States, is set to expire. …
  • Mr. Speaker, I thank the gentleman for yielding. I look at the photo and say, Doug, for 12 years, you and I represented the Sacramento River. We developed a friendship based upon the working part, but mostly upon sharing, sharing things. We would get on the airplane to fly to Washington, and you had your seat all th…

Mr. Speaker, indeed, it is a great State because we have great freshmen Representatives. I thank them for this Special Order hour and the opportunity to really talk about a critical issue for our constituents in California and really all across America. If we go back to the beginning of the Trump administration and…
  • Madam Chair, we have three divisions that are always ready to go. One of them, the 101st Airborne, now has several thousand of its troops deployed to the southern border. For what purpose? I suppose with their binoculars looking around for something, most of which isn't there; a total waste of their ability. Are t…

What Garamendi trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
