2023-12-06 CHOICE IN AUTOMOBILE RETAIL SALES ACT OF 2023 ↗
Madam Speaker, when Americans get behind the wheel, when they want to drive their cars, they put it in ``R'' to go reverse and then they put it in ``D'' to go forward. Just as in the House here, the Rs want to take us backward, and the Ds…

  • Mr. Speaker, I thank the gentleman from Illinois, Representative Jackson, for bringing us together for a discussion and dialogue on what is an essential wrongdoing of late by this administration: denying the opportunity, the concept, of DEI. Across our great country, we are witnessing an onslaught of dangerous pol…
  • Mr. Speaker, I rise today to honor the life and the legacy of Bishop McKinley B. Johnson, who passed away last week after seven decades of service to the Albany community as a faith leader and a powerful moral conscience. As his family said last week, Bishop Johnson always believed that ``the work of the Gospel an…
  • 2026-07-22 CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 2027 ↗ Utilities & nuclearPro-Israel groups
Mr. Chair, Republican leadership has claimed that this proposal will address our Nation's most immediate priorities. That could not be further from the truth. This budget gives this administration a blank check to continue their war of choice with Iran. It makes it harder for Americans to exercise their fundamenta…
  • Mr. Speaker, I thank the gentleman from New Jersey for yielding. Mr. Speaker, I rise in strong support of the AADAPT Act, legislation I am proud to be co-leading along with my good friends and colleagues Representatives Troy Balderson, Nanette Barragan, and Darin LaHood. Alzheimer's is a devastating disease that …
  • Mr. Speaker, I rise in strong support of the Kay Hagan Tick Act legislation that I am leading along with my colleagues, Representatives Chris Smith, Lloyd Doggett, and Tom Kean. • Mr. Speaker, I thank my colleague from Colorado for yielding. • Mr. Speaker, I thank Representative Takano for yielding and for bringing us together for this Special Order hour. • 2026-06-09 SECURE AMERICA ACT ↗ Health care & pharma
Mr. Speaker, I have spent my career fighting to improve mental health care in our schools and communities. I believe that every single child should grow up in an environment built around love, learning, and safety, which is why I am so disgusted by the actions of this administration that are terrorizing an entire …

What Tonko trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
