The donor-to-silence path is documented, not inferred. FEC records show Peter Thiel donated $1.25 million to the pro-Trump super PAC Make America Number 1 in 2016, and contributed approximately $15 million to support J.D. Vance's 2022 Ohio Senate campaign through the Protect Ohio Values PAC.

Vance, sworn in as a U.S. Senator in January 2023, is required to file annual Senate Financial Disclosure reports under the Ethics in Government Act. His campaign committee, JD Vance for Senate (FEC ID: C00788059), filed required quarterly and pre-election financial disclosures throughout the cycle.

Prior to Senate service, Vance worked at Mithril Capital Management — a venture capital firm founded by Peter Thiel — and later founded Narya Capital in Ohio in 2020. The donor relationship and the professional relationship are continuous, not separate.

AnalyticalANALYTICAL: When the public record contains both (a) a documented large-dollar donor flow and (b) measurable recipient silence on the donor's core regulatory exposure, the pattern is no longer interpretive — it is an observable feature of the disclosure data. This chapter is the methodology chapter for the rest of the book; subsequent chapters apply the same template to additional donor-recipient pairs across both parties.
