Mr. Chair, I rise in opposition to H.R. 8595. This disastrous bill doesn't just turn America's back on the world. It makes Americans less safe and more vulnerable to disease. An Ebola outbreak in the Democratic Republic of the Congo an…

  • Mr. Speaker, I thank the gentleman from New York for yielding. Mr. Speaker, Russia invaded Ukraine. Vladimir Putin is waging an illegal war against a democratic nation. Russia should be sanctioned, and Ukraine should be supported, but this bill is not the way to do it. President Trump already can sanction Russia …
  • Madam Speaker, I yield myself the balance of my time to close. Madam Speaker, I again thank the thousands of Foreign Service officers at the State Department and around the world for their tireless and patriotic work. To those who were arbitrarily fired in July 2025, know that I and the other Democratic Members …

Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I rise today in support of H.R. 9086, the Foreign Service Modernization Act, as amended. As vice ranking member of the House Foreign Affairs Committee, I was proud to work alongside my colleagues on both sides of the aisle on this important…
  • 2026-09-03 LABOR DAY ↗ Labor unions
Mr. Speaker, as Americans enjoy Labor Day weekend, let us reflect on the origin of this holiday: working people's fight for fairness. That fight runs deep in Rhode Island. In 1824, at Old Slater Mill in Pawtucket, workers led the first industrial strike in history, demanding fair pay and better conditions. More …
  • 2026-09-02 REBUILDING USAID ↗ TechnologyAgriculture & food
Mr. Speaker, 19 months ago, President Trump took an axe to our foreign assistance, illegally freezing aid and demolishing the United States Agency for International Development. Thirteen days later, he ranted that USAID was ``run by a bunch of radical lunatics.'' The very next day, Elon Musk bragged that DOGE had ``…
  • 2026-07-23 SNAP ASSISTANCE RIPPED AWAY ↗ Agriculture & foodRetail & consumer
Mr. Speaker, the data is in, and Trump's and Republicans' big, ugly law has been disastrous for Americans. We can now confirm that they have succeeded in ripping food assistance [[Page H5191]] away from 4.5 million SNAP recipients, including 1.5 million children. In Rhode Island alone, that is over 16,000 people…
  • 2026-07-22 CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 2027 ↗ Defense & aerospaceAgriculture & foodRetail & consumerPro-Israel groups
Mr. Chairman, is this Groundhog Day? We must be stuck in some kind of infinite time loop because Republicans are trying to ram through a third unpopular, deficit-busting resolution that does nothing to lower costs for Americans. This is on top of cuts to healthcare and their continued investments in cruelty. Unfor…

What Amo trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
