What Mannion says on the floor

11 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Most recent

  • Madam Speaker, for nearly three decades, I was a public school science teacher, so as passionate as I am about learning and reading, there is another Mannion who is the real literacy expert in our family, and that is my wife, Jennifer Brady Mannion. She has spent her career helping students gain a love of reading …
  • 2026-06-25 HOUSING AFFORDABILITY ↗ Real estate & constructionTransportation & auto
Mr. Speaker, I rise today to celebrate the passage of the 21st Century ROAD to Housing Act. I commend my colleagues for their months-long negotiation to get this done. In central New York and the Mohawk Valley, we are ready for growth in the years to come, but we must meet the housing challenge. Our community lea…
  • Mr. Speaker, I rise today in recognition of National Police Week. Just this week, in my hometown of Syracuse, New York, police officers were shot in the line of duty, and, thankfully, they are recovering. In central New York, in the Mohawk Valley, there are names that mean a great deal to our community: Lieutenant…
  • 2026-02-03 STOP THE REPUBLICAN AFFORDABILITY CRISIS ↗ Health care & pharmaUtilities & nuclear
Mr. Speaker, I thank Representative Rivas for her leadership on affordability and giving me the opportunity to speak today. Across central New York and the Mohawk Valley, people are worried, and they have every reason to be. Grocery prices are going up. Healthcare costs are rising. Energy bills are spiking. Too ma…
  • Mr. Speaker, I rise today to share what is at stake for students with disabilities as this administration continues its attacks on the Department of Education. Last year, one of our Nation's most fundamental laws, the Individuals with Disabilities Education Act, or IDEA, [[Page H700]] reached its 50th anniversary…
  • 2025-12-17 SUPPORTING WHOLE MILK FOR SCHOOLCHILDREN ↗ Agriculture & food
Mr. Speaker, I rise today in support of legislation that promotes the health and well-being of America's schoolchildren, while strengthening American agriculture, including the world-class dairy products and family farms across Central New York and the Mohawk Valley. That legislation, Mr. Speaker, is the Whole Milk …
  • 2025-12-11 PROTECT AMERICA'S WORKFORCE ACT ↗ Labor unions
I am grateful to my colleagues on both sides of the aisle for working together toward this meaningful solution. My father always said that a job is more than a paycheck. It is about dignity. All work is dignified when providing for your family. Mr. Speaker, the Protect America's Workforce Act lives up to those ide…
  • 2025-12-11 PROTECT AMERICA'S WORKFORCE ACT ↗ Transportation & autoLabor unions
Mr. Speaker, as our government employees had their rights violated and were treated poorly, spending is up. Mr. Speaker, I rise in support of the Protect America's Workforce Act. I am a proud cosponsor of this bipartisan legislation to restore collective bargaining rights to hundreds of thousands of Federal worker…

What Mannion trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
