Mr. Speaker, I thank the ranking member for yielding me time, and I thank Chairman Guthrie and Ranking Member Pallone for their work on this bill. Mr. Speaker, I rise in support of H.R. 1266, my bipartisan legislation, the Combating Illicit Xylazine Act. This is a bill, as we have heard, that would provide an imp…

Mr. Chair, the President made some simple promises to get elected: release the Epstein files, end forever wars, and reduce costs. Instead, as we have seen, the administration has done the exact opposite, which has led to corruption, incompetence, and to increase costs, all demonstrating that this President does no…

Mr. Speaker, I rise today in support of my bipartisan legislation to rename the San Jose veterans affairs clinic for U.S. Army Corporal Patrick D. Tillman. Mr. Speaker, this is more than about just a naming of a VA clinic. This is about patriotism. It is about passion, and it is about progression as a nation. No…
  • Mr. Speaker, I rise to state my intention to vote against H. Res. 1423, the rule for consideration of H.R. 8595, National Security, Department of State, and Related Programs Appropriations Act. I oppose the resolution as written so that the House of Representatives can advance my amendment to Massie Amendment No. 8,…
  • 2026-06-09 SECURE AMERICA ACT ↗ Pro-Israel groups
Mr. Speaker, the Republicans' reconciliation bill gives a blank check again to ICE and Border Patrol. Instead of reining in and reforming these two agencies that brought chaos and controversy to so many communities across our country, this bill instead provides $70 billion more to ICE and CBP without any guardrails …
  • Mr. Speaker, I rise with appreciation for the students of California's 19th Congressional District who stayed quiet during the National Day of Silence so that they could stand up for our LGBTQ community. This year, I recognized Destiny Huggins for participating in our Day of Silence so that she could shine light o…
  • Mr. Speaker, the Republican budget resolution does nothing to end the shutdown. It does nothing to reform ICE; yet it does everything to give ICE and CBP $70 billion more. Mr. Speaker, I support a strong and secure border, but the Trump deportation policy goes way beyond going after felons and gang members. The la…
  • Mr. Speaker, I thank Mr. Thompson and Mr. Steube for allowing me to speak on this topic. I support the Doug LaMalfa Federal Disaster Tax Relief Certainty Act. I am a proud cosponsor, co-lead of this bill with Representatives Greg Steube and Mike Thompson, a bill that would build on the Federal Disaster Tax Relief …

What Panetta trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
