  • Mr. President, ever since the USS Abraham Lincoln was commissioned in the waning days of the Cold War, it has been known for many things. After a volcano erupted in the Philippines in 1991, the Lincoln led the largest peacetime evacuation of United States military personnel and their families. A baby was even born o…
  • Mr. President, I rise today to pay tribute to a remarkable member of my staff who is retiring from public service: Mr. David Grannis. I must admit I misled David into coming to the Senate floor for this speech. I told him I was coming to speak on something completely different because he is not fond of being the c…
  • Mr. President, more than a year and a half ago, when Donald Trump placed his hand on a Bible and took the oath of office for the second time, he swore to preserve, protect, and defend the Constitution. In the time since, he has failed to live up to that basic promise. Instead, he has focused laser-like on a very dif…
  • Mr. President, due to unforeseen circumstances on Wednesday, June 24, I was unable to be present for the following rollcall vote No. 185. Had I been present, I would have voted as follows: 1. Rollcall vote 185--Cloture motion John George Edward Marck to be U.S. District Judge for the Southern District o…

Madam President, 3 weeks ago, this body voted to have a debate over the President's war in Iran; more specifically, whether the United States Congress should exercise its constitutional authority to declare war or to bring this conflict to an end. Madam President, today marks the 14th anniversary of the Deferred Action for Childhood Arrivals Program, known across the country as DACA. • Mr. President, Members, this amendment is very brief. Its operative language is a single sentence. It provides: No judgment, award, compromise settlement, interest, or costs shall be authorized for payments that arise out of a lawsuit or claim filed by the President or Vice President. SALE PARTIAL $15,001–$50,000 Technology oversees the sector (Senate Committee on the Judiciary)

A listed trade is an overlap in the record, not a finding. The full filing index is on the STOCK Act desk.

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
