Mr. President, I so much appreciate the collaboration and cooperation and communication between the Budget team here on this side of the aisle and Senator Graham's team. We have had the chance to all be on the floor and have the discussi…

  • Madam President, I wish my colleague had actually got a bunch of things right, but he got a bunch of things wrong. I don't know what propaganda he was reading, from what source that wants to continue the corruption. But he said that the bill that came earlier today said you could not hold stocks. It actually allo…

Madam President, congressional stock trading is profoundly corrupt. We in this Chamber were elected to serve the public, not our portfolio. But what do the American people see? They see Senators and Representatives who are thinking about their portfolios when they are voting on different measures, including a whol…

Madam President, the Constitution matters. And what does the Constitution say? No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by law. That is pretty straightforward, and yet my colleague from Wisconsin just wanted to shred the Constitution. He says: It doesn't mat…
  • Madam President, we have heard tonight from the independent Government Accounting Office that what the President did in proposing and putting forward this line-item veto is illegal. We have heard in the words of the Republican chairman of the Appropriations Committee that this is illegal. We have heard colleagues sp…
  • Madam President, we have a challenge--a problem--and that is the President is exercising a line-item veto, and line-item vetoes are unconstitutional because the Constitution assigns the power of the purse to Congress, not to the President of the United States. Laws are not suggestions. The Constitution is not optio…
  • Mr. President, they say an ounce of prevention is worth a pound of cure, and that is certainly true when it comes to wildfires and smoke. And as climate chaos makes the fire season longer and hotter and more dangerous, wildfires are ravaging States across our country, certainly including my home State of Oregon. T…
  • Thank you. I think I am recognized. Would my colleague from Utah object if I come back with a proposal that we debate this for a limited amount of time so that this Chamber can weigh in on defending our Constitution?…
  • Mr. President, I would like to think that at least, as those in the Senate carried the oath of our office to defend the prerogatives of our Constitution and separation of powers, we could at least debate such a bill rather than block it. Unanimous Consent Request Mr. President, I have a sec…

What Merkley trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
