Madam President, I rise today in opposition to S.J. Res. 11, which would repeal a policy that helps protect archeological sites in the ocean when oil and gas development is planned in the area. I want to be clear that this policy does no…

Mr. President, I look forward to working with my colleague from North Dakota on the issue. I think we need to find a path forward here. Tribal trust land is not the same as public land. Transferring lands from the Federal Government to the status State is not equivalent, and we need something that is fair to the Tri…
  • 2026-09-30 END TAX PENALTIES ON AMERICAN HOSTAGES ACT ↗ Tribal governments
Mr. President, this is like a three-legged stool where one of the legs is missing. I support cleaning up the parcels inside of the Tribal reservations that currently do not belong to them. But the public, who owns the Bureau of Land Management lands, also either need compensation or equal value. And this is simpl…
  • Mr. President, reserving the right to object, I am actually pretty sympathetic to the land management challenges in the West that have come from a history of public land disposal and development, but I cannot support the approach this bill takes transferring public land to a State without a fair exchange for the pu…

Mr. President, reserving the right to object, nestled in the far northeast corner of Alaska is the Arctic National Wildlife Refuge--not ANWR, which sounds like some country in the Middle East, but the Arctic National Wildlife Refuge, one of the wildest and most untouched places in all of America. It is our land. It …

Mr. President, I rise in opposition to the motion to proceed to H.R. 9340. Electricity demand, as we all know, is growing, driven in large part by hyperscalers and data centers. Tech companies have promised to pay their fair share and not make American households pay the extra costs, but it is not enough to take t…

Mr. President, as if in legislative session and notwithstanding rule XXII, I ask unanimous consent that the Committee on Energy and Natural Resources be discharged from further consideration of S. 5199, the GRID Savings Act, and that the Senate proceed to its immediate consideration; further, that the bill be consi…

Mr. President, reserving the right to object, the Senator from Ohio and I agree on one thing: AI data centers can mean higher costs for American families, and in a lot of places, they already do. The Federal Reserve Bank of Dallas found that data center demand has already pushed electricity prices across the Natio…

What Heinrich trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
