What Gallego put their name to

Measures sponsored and cosponsored in the 119th Congress, from govinfo's bill status files. Most bills never reach a vote, so this is where a member's priorities show before the roll-call record can. 39.3% of Gallego's cosponsorships are on measures introduced by the other party.

What Gallego says on the floor

22 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

  • Mr. President, I missed the following votes, but had I been present, I would have voted: No on rollcall vote No. 196, Motion to invoke cloture on Executive Calendar No. 779 Jeffrey T. Kuntz, of Florida, to be United States District Judge for the Southern District of Florida. No on rollc…

  • Mr. President, I rise today to mark an important step in the fight against wildfires with the passage of my Cross-Boundary Wildfire Solutions Act. Like many Western States, my home State of Arizona is a patchwork of Federal, State, Tribal, and private lands. The fires do not stop at property lines. That is why we …
  • Mr. President, it is a very simple amendment. It is simply an amendment that says that we need to recognize that there are many, many of our Dreamers right now that are terribly affected by their status as Dreamers. They have been in this country. They have been serving their country one way or the other, whether …
  • Mr. President, imagine this: Your kid is studying abroad, and they call to tell you their laptop has been stolen; they can't do coursework--or, worse, that they were in an accident and ended up in the hospital. Mr. President, when I talk to people in Arizona, they tell me they want their politicians to focus on helping them afford healthcare, buy a home, put groceries on the table, and fill up the tank. Not once has anyone said to me: You know what we need? Another war. And yet, that is exactly what this administration …

Mr. President, 12 days ago, Donald Trump took us to war against Iran. Since then, 7 American servicemembers have been killed, and 140 more have been wounded. Instead of protecting our troops, Trump is making it easier for enemies to kill them. None of us are mourning Ayatollah Khamenei. The moment this war started…

What Gallego trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
