What Young put their name to

Measures sponsored and cosponsored in the 119th Congress, from govinfo's bill status files. Most bills never reach a vote, so this is where a member's priorities show before the roll-call record can. 34.7% of Young's cosponsorships are on measures introduced by the other party.

What Young says on the floor

28 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Mr. President, 86 percent--86 percent. I am here today to reiterate my support for the Stop Insider Trading Act and urge my colleagues to support this important bill. Recent polling suggests that 86 percent of the American people support this bill. You see, in order to make the best possible policy decisions, Mem…
  • Mr. President, as you well know, we are debating the Protect College Sports Act--legislation about the future of college sports--but I wouldn't be doing my job as a U.S. Senator from Indiana if I didn't point out that the Hoosier State happens to be the capital of the college football world right now. In one of th…

Mr. President, I have 11 requests for committees to meet during today's session of the Senate. They have the approval of the Majority and Minority Leaders. Pursuant to rule XXVI, paragraph 5(a), of the Standing Rules of the Senate, the following committees are authorized to meet during today's session of the Senat…
  • Mr. President, I rise today to recognize a living Hoosier landmark, Todd Family Farm. For 150 years, seven generations of a single family have stewarded the same soil in Carroll County, IN. The Todd family first came to Carroll County as Baptist ministers and, in 1876, established their farm on what grew to be 4,5…
  • Mr. President, I ask unanimous consent that the following Senators be permitted to speak prior to the scheduled rollcall votes: Young for up to 5 minutes; Warnock for up to 5 minutes; Cassidy for up to 10 minutes; Wyden for up to 15 minutes; Paul for up to 20 minutes; Shaheen for up to 5 minutes; Blumenthal for up t…
  • Mr. President, Russia has been condemned for years, but what it has not yet faced is a cost high enough to change its course. Senator Lindsey Graham understood that. The bill he left us, his final legislative legacy, does not stop at symbolic penalties or mere gestures. It is a strategy. It is a strategy to impose …

  • Mr. President, Americans are aware that many of the products we buy and sell in this country are manufactured in China, but fewer may know that most of the Chinese goods come across the ocean and into our ports on Chinese ships--whether they are flying the Chinese flag, whether they are owned or operated by Chinese …

What Young trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
