What Harrigan put their name to

Measures sponsored and cosponsored in the 119th Congress, from govinfo's bill status files. Most bills never reach a vote, so this is where a member's priorities show before the roll-call record can. 8.5% of Harrigan's cosponsorships are on measures introduced by the other party.

What Harrigan says on the floor

10 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Most recent

  • Mr. Speaker, I yield myself the balance of my time. Mr. Speaker, one of the benefits of sitting on the House Committee on Armed Services is that we have a lengthy legislative streak of enacting the National Defense Authorization Act. It is a bill that sets the policies for the national security of our Nation. I …
  • Mr. Speaker, I yield 5 minutes to the gentleman from North Carolina (Mr. Hudson).…
  • Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, what does it say about our priorities if North Carolina has the land to train our soldiers for war but not the space to care for them when they grow old? That is the problem H.R. 10159 helps solve, and it is why I am proud to cosponsor this bill.…
  • Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days to revise and extend their remarks and include extraneous material on the bill under consideration. [[Page H5545]]…
  • Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 10159) to authorize the Secretary of the Army to convey to the State of North Carolina a certain parcel of real property located at Fort Bragg, North Carolina, on which the State shall construct a veterans' State home, and for other purposes.…
  • Mr. Chair, I appreciate my colleague from California's concern about overall base safety. I think if we step back and actually look at the big picture here, what we are talking about is simply a tax on our lower enlisted personnel. We have military police to enforce safety standards that are already issued by the …
  • 2026-07-22 NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2027 ↗ Defense & aerospaceTransportation & autoPro-Israel groups
Mr. Chairman, I rise today in strong support of my amendment. This amendment does one thing: It bars the Department of War from buying, installing, or operating automated speed cameras on military installations and requires any that are already in place to be decommissioned within 180 days. These systems are not a…
  • Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle C of title XXVIII, add the following new section: SEC. 28__. PROHIBITION ON USE OF AUTOMATED SPEED ENFORCEMENT …

What Harrigan trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
