What Fine put their name to

Measures sponsored and cosponsored in the 119th Congress, from govinfo's bill status files. Most bills never reach a vote, so this is where a member's priorities show before the roll-call record can. 4.8% of Fine's cosponsorships are on measures introduced by the other party.

What Fine says on the floor

44 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Mr. Speaker, I thank my good friend Representative Jack for asking me to do that. I think he has raised the expectations here, so we will see what I can do. Mr. Speaker, I have been in Congress now for 10 months, and this is the second …

  • Mr. Chairman, I will close by saying this: Irrespective of the ridiculous examples that I gave before, again, the idea that there is gender responsive ways to deal with environmental problems as though somehow men and women would deal with environmental solutions differently, setting all of that ridiculousness aside…
  • Mr. Chairman, may I inquire how much time I have remaining. The Acting CHAIR. The gentleman from Florida has 2 minutes remaining. [[Page H4518]]…
  • Mr. Chairman, I will start by acknowledging the extraordinary work of my friend, colleague, and mentor from Florida on this overall package, which I do intend to support, but no matter how great a job we do on anything, there is always room to improve. At a time and a place in which we have a $40 trillion debt, I h…
  • Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 42, strike line 6 through line 10. The Acting CHAIR. Pursuant to House Resolution 1423, the gentleman from Florida (Mr. Fine) and a Member opposed each will…
  • Mr. Speaker, I rise today in strong opposition to the so- called Faster Labor Contracts Act. I used to run businesses. That is what I was good at, and I understand the importance of collective bargaining, but I also know that the process shouldn't be rushed. Labor contracts are not minor administrative details. T…
  • Mr. Speaker, one would have thought after October 7, 2023, the world's worst attack against Jews since the Holocaust, which obviously took place in Europe, there would have been an outpouring of sympathy and less anti-Semitism in the world. In Europe, in particular, that is not what happened. A study conducted by …

Mr. Speaker, let me start with a simple premise: What Russia did was terrible, and Vladimir Putin is a bad guy. Hopefully, there is no one in this room who disagrees with that, but I also think that when you file a piece of legislation, it comes with an obligation to draft it carefully because laws have meaning. Thi…
  • Mr. Speaker, I will endeavor to do a better job of following the rules and addressing my comments to you than seems to happen by those who are supposed to know the rules. I would say this: You hear in this debate that the concern is about affordability, the affordability of housing for Americans, the affordability…

What Fine trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
