Money between members

Leadership PACs are the committees members run to fund each other. Who pays into a campaign, and whose campaigns a member pays into, is a loyalty ledger the roll-call record cannot show.

What Schakowsky put their name to

Measures sponsored and cosponsored in the 119th Congress, from govinfo's bill status files. Most bills never reach a vote, so this is where a member's priorities show before the roll-call record can. 8.9% of Schakowsky's cosponsorships are on measures introduced by the other party.

What Schakowsky says on the floor

400 passages in the Congressional Record, from the chamber's own transcript. Where a passage names a measure and the member voted on it within 45 days, the words and the vote sit together.

Most recent

  • Mr. Speaker, I am so proud to stand here today to talk about one of the most important leaders in the city of Chicago for many, many years, helping person after person, making sure that his community and our communities have been safe, to stand up and fight for the people of the city of Chicago, a city that my colle…
  • Mr. Speaker, I thank Frank Pallone for his support and leadership. Gus Bilirakis and I have been working for over 2 years now on this piece of legislation that is going to bring such delight and security for artists and for consumers who really want to benefit from being able to get the wonderful products that they …
  • Mr. Speaker, I thank Congressman Ivey for yielding to me. Mr. Speaker, this is so important, yet we should be ashamed of the way the Trump administration has been absolutely attacking our Federal workers, the people who go to work every single day to do important functions. They don't have any ulterior motive. T…
  • 2023-12-06 CHOICE IN AUTOMOBILE RETAIL SALES ACT OF 2023 ↗ Utilities & nuclearTransportation & auto
Madam Speaker, it is known that the transportation sector is responsible for the single largest greenhouse gas emissions. I choose not to contribute to that. I am the proud owner of a Chevy Volt, which is a very affordable, all electric vehicle--not one of the expensive ones that the Republicans like to talk about. …
  • Mr. Speaker, I just want to point out that this has nothing to do with stifling the rights of companies to communicate. It does prevent them from harassing workers and preventing them from doing what they need to do. I just want to point out that there are companies that include UPS, Levi Strauss, AT&T, Verizon, and…
  • 2022-07-13 Frank Pallone, Jr., Chairman. ↗ Defense & aerospaceLabor unions
Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, my amendment is very simple. It gives a preference to defense contractors who will remain neutral in union organizing. I say neutral--not pro and not con. Contractors who commit to remain neutral in organizing campaigns commit to not breaking str…
  • 2021-11-18 BUILD BACK BETTER ACT ↗ Real estate & construction
Madam Speaker, I stand today and rise in the strongest support for the Build Back Better Act, the most transformational investment in everyday Americans in generations. I rise in support of the largest effort to combat climate change in American history. I rise in support of the largest expansion of affordable he…
  • Madam Speaker, I thank the chairman for yielding. Madam Speaker, I rise today in strong support of H.R. 1754, the Horseracing Integrity Act, and the really amazing, relentless work that my colleagues, Paul Tonko and Mr. Barr, have exerted all session this year, last year, the year before, to make this a reality. …

What Schakowsky trades

No STOCK Act transaction reports on file for this member (House filings only so far).

How this is assembled

  • Roll calls come from the Senate's LIS XML (senate.gov/legislative/LIS/roll_call_votes) and the House Clerk's EVS XML (clerk.house.gov/evs), fetched nightly and never edited.
  • The party line on a roll call is the majority among that party's yea and nay votes. Party unity is the share of this member's yea/nay votes that matched it; a break is a vote that did not. Votes of “present” and absences count toward attendance only.
  • Members are identified by Biographical Directory (bioguide) id; senators' LIS ids are mapped through the unitedstates/congress-legislators roster.
  • Floor speeches come from the Congressional Record (govinfo), split at the speaker lines the Record prints and matched to the member by surname, chamber and state; a passage that names a measure the member later voted on is paired with that vote. Trades are the member's own STOCK Act periodic transaction reports — House filings parsed from the Clerk's PDFs, Senate filings from the Senate's electronic disclosure system. A trade is flagged when its company's sector is one a committee the member sits on oversees, when the member cast a yea or nay on a measure in that sector within thirty days of the trade, or when PACs in that sector gave the member $10,000 or more in a cycle. Sectors for companies come from the SEC's company list and SIC codes; measures' policy areas from the Library of Congress via govinfo.
  • Funding is the member's principal campaign committee as filed with the FEC: receipt totals from the committee's summary, every contribution from another political committee (Form 3, line 11C), and the FEC's own roll-up of individual money by employer. Sectors are assigned by a fixed, published list of name patterns, and the rule that fired is stored with each row.

A break with the party is a fact of the record, not a verdict. Procedural votes, amendments and motions to recommit are all in here; what a given break means is a question for the measure it was on, which is one click away.
